Lowes.com How-To Tip: Your Shower Curtain

Even the most relaxing shower can be spoiled when the shower curtain sucks inward and sticks to your arms and legs. You can reduce this problem by making the shower curtain heavier and harder for the air to move.

Buy the heaviest liner you can find and combine it with an outer curtain that is made of thick material or is weighted at the bottom. Glue some fishing weights along the hem if necessary.

The weight of the outer curtain will hold it in place, so you must attach the liner to the outer curtain. Lay the curtain and liner out flat, one on top of the other, and measure 1/3 and 2/3 of the way from the top. Every few inches across the width make 3-4 stitches with sturdy thread. Be sure to leave enough unattached area at the bottom for the curtain to hang on the outside of the tub and the liner to hang inside.
